Valiant fasion.
Any notice that they seemed to want men to ware tight pants, or red dresses everywhere? I am no prude, but even I can't where my red dress everywhere.

The boots and belt were white because he assumed boots and belts were either black or brown and he didn't care either way if Magnus' boots and belt were black or brown so he didn't put any colour notes in the original sketch design. The finished product shows up and the boots are white.

Just think of it as a "futuristic kilt" if it really bothers you that much. I imagine that's where Manning got the inspiration in the first place. The artwork went back east and bounced back with a request to put some clothes on the guy. Tarzan could go around bare-chested because of the jungle (I guess), but not MAGNUS! Among the designs for the costume that I then submitted was the one MAGNUS now wears EXCEPT that I had indicated blue-black boots. Obviously, the red suit was the one chosen, and I went through the entire artwork, putting MAGNUS into a ceramic-durium tunic. In the margin of the first page artwork, I made color notes to the colorist, calling for red on the suit, red-brown on his hair,... and figuring that no colorist needed to a color note to know that boots are either blue-black or dark brown, I made no suggestion for boot color. Hense... no boot color!

The old men of the Valiant universe shyed away from all this crossdressing, you dont see Gilad or Armstrong in a 'battle tunic'.
