Your dream 9 book lineup
The thread name is pretty self-explanatory. 
As you know, I really loved the Original Four writers, so this is my dream lineup.
X-O Manowar by Robert Venditti and Diego Benard
Unity by Robert Venditti and CAFU with Robert Gill
Harbinger by Joshua Dysart and Trevor Hairsine and Khari Evans
Rai by Joshua Dysart and Doug Braithwaite with Lewis LaRosa
Bloodshot by Duane Swierczynski and Manuel Garcia with Barry Kitson
Ninjak by Duane Swierczynski and Pere Perez
Archer and Armstrong by Fred Van Lente and Clayton Henry with Chris Cross
Eternal Warrior by Fred Van Lente and Cary Nord, alternating with Timewalker by Fred Van Lente and Clayton Crain
Valiant Supernatural by Jen VanMeter and Roberto dela Torre alternating with Quantum and Woody by James Asmus and Tom Fowler.
Then there is an occassional tenth book for the big event of the year, written by a core writer and drawn by Mico Suayan.

Problem is that since it's my dream I would also add an on-going Q2 and Archer and Armstrong would not be on my list.
I would let the Eternal Warrior support the new Geomancer and let Archer and Armstrong sometimes show up in Timewalker, like he first showed up in their title.
As for creators, some you have changed, I would change back, and some you've kept, I might change

Well, I'll stick with current creators, but I'm gonna limit them to no more than two. As Josh Dysart said in his Book of Death interview, productivity for productivity sake is not always the best strategy. I also tried to include two artists for alternating arcs.

These are the flagship characters as I see them, and should always be published monthly. Spots 6-9 should alternate with 2nd tier or "almost flagship" characters like Eternal Warrior, Rai, Ninjak , and Q&W heavy in the rotation, but adequate room left for 3rd tier old properties like Dr. Mirage, H.A.R.D.Corps or Timewalker, and new properties like Bleeding Monk, Punk Mambo, Faith (new as a solo property), etc.
When you think of Marvel, you immediately think of Cap, Spider-Man, Hulk, Thor, etc. With DC, you immediately think of Superman, Batman, and Wonder Woman. Until the word "Valiant" instantly conjures an image of the top characters listed above, they should never be left out of sight...in my humble opinion.

1 Archer & Armstrong
2 XO Manowar
3 Armor Hunters ongoing (the AH backstory; plus the Control obsession with the armors were the best part of the AH crossover; would make for some great reading and give Valiant a truly universal feel)
4 Rai
5 Ninjak (still early, but issue #1 nailed it for me)
6 Harbinger/Imperium a psiot book is great, would love 2 though; a interesting take could be seen; Harada's view vs Renegades view
7 Magnus Robot fighter ( sorry Im wishful)
8 Secret Weapons (Unity just uses too many Valiant staples instead of utilizing other characters; maybe that'll change as VEI gets more exposure with the movies)

well, my ideal lineup would be more than 9 books, but here goes. first, I wouldn't disrupt any of the current ongoings.
1. X-O Manowar by Venditti & Bernard
2. Imperium by Dysart & Braithwaite
3. Timewalker by Van Lente & Henry
these 3 creators should always have an ongoing series, Venditti should write all X-O books, Dysart all Harbinger books, and Van Lente all Armstrong/Ivar/Gilad books
4. Shadowman by Van Meter & Dela Torre
5. Rai by Kindt & Crain
6. Unity by Kindt & CAFU
some of these titles already are intermittent, Van Meter and Dela Torre should do all supernatural books, Kindt could alternate Rai with a "Future Force" kind of book. Unity could alternate with Ninjak.
7. Quantum & Woody by Asmus & Fowler
8. Bloodshot by Lemire
9. Eternal Warrior by Van Lente & Hairsine

I just did my cleanup of comic book boxes and just seeing those first year books brought a smile to my face.

Yep. You got the bases covered. The only genre missing is crime and fantasy.
Given the prominence of Magnus and Rai in the original Valiant, I think a 4001 book has become essential for VEI as well. So Rai is a flagship character as well for me.

Unity by Kindt and a GREAT rotating bench of artists- THE BEST!!!
X-O by V-Ditty and Cary Nord. Always.
Imperium by Dysart and the same as Unity for the art.
Ivar by FVL and Clayton Henry. Always.
Rai by Kindt and Crain (if a monthly Rai is something that CC could handle).
A Bloodshot book by Lemire and Suayan. You know it.
This to say that imho these are all "dream lineup" worthy.
I'd add:
Ninjak by Lemire (what he did for GA in DC is something I'd love to see here) and David Aja.
Eternal Warrior by Jonathan Hickman and Nick Dragotta (EoW's look and feel would be awesome to this character, imho)
Shadowman by Snyder and Cappulo (you know I'd throw this!
).

I'd add:
Ninjak by Lemire (what he did for GA in DC is something I'd love to see here) and David Aja.
Eternal Warrior by Jonathan Hickman and Nick Dragotta (EoW's look and feel would be awesome to this character, imho)
Shadowman by Snyder and Cappulo (you know I'd throw this!
