Right, but I would expect a selling point to the series being that the characters would grab me in some way. And from what I know of the Black Terror, the version I see in Superpowers is a distant cosmetic relative, at best.

I've said the same basic thing as Ric before.
The Twelve is set up much better as a launching pad for a new universe than Superpowers is. It's better character-oriented writing. Don't get me wrong, I enjoy both books and look forward to them as much as any book on my pull list, but Superpowers is not doing a good job at all of setting up the characters. There has been limited (almost early Image-poor) development of the Fighting Yank, the Green Lama and the Black Terror, which sadly only one of which is getting their own series. I've mentioned the Masquerade before, why is she getting her own series other than an exercise in drawing a nice rack?
When the issue of the Twelve came out that focused on the Witness, I was very excited about that character. I wish they'd come out with a book for him, I know I'd read it - and this is for all intents and purposes a background character in the Twelve. The contrasts between Dynamic Man and Captain Wonder are vivid, they are stark and there's been a really good rivalry built up with very little actual page space dedicated to them in the book.
It all goes back to who's doing these books and these books greatly reflecting their strengths - JMS is a good writer and good with writing for ensamble casts written from scratch and Alex Ross is an excellent artist.
The short and long of it, I just feel like the Twelve would be a better cornerstone for a new universe than Project Superpowers but that is not the case.

Did anyone else read The Twelve 1/2?
It was reprints of 5 different golden age appearances, 2 from the Fiery Mask, 1 from Mister "E" and two from Rockman.
In the second Fiery Mask appearance, this one dude throws a stick of dynamite at him. That's old school.
The second Rockman story features Stan Lee writing credits. Almost every panel has a caption explaining the action and that comes across as lazy storytelling. Also, Rockman gets chained up by pixies and when he breaks free bends them over his knee and spanks them two at a time. What were they printing back then?
