I'd have to field some questions back at you.
Are you looking to self-publish (pay for printing and arrange distribution yourself)?
Or:
Are you looking to have someone publish your series--like a Caliber Press or Dark Horse?
OR:
(I'm assuming you don't mean this) Do you want to draw or write for an existing publisher--draw Spiderman for Marvel of Write Justice League for DC?
If you mean the second, you prepare a pitch--a summary of the idea, a cover letter explaining who you are and what you're wanting to accomplish and a plot for the first issue and maybe summaries for another few issues. Artwork if you're going in as a package where you provide everything. You find out who looks at original Creator-owned stuff and you send it off to them. Be patient, but follow up in a couple of weeks. Go to the cons, meet the folks face-to-face if you can. It really does make a world of difference.
Hope this helps.
Best,
KV
