I just bought two Harbinger TPB with zero issue still in the bags, got em for about .60 cents a piece. Should I take one out of the bag and read it (which I've waited 13 years for) or hope that this resurgence will eventually lead to a demand for the TPB still in the bags and just find another one to read.

That pretty much sums up the consensus: read it.

Stretch out the bag carefully, and read it through the bag - case closed!

Most comic polybags can be resealed easily if you open it carefully with an X-acto knife right on the original seal. I've used a fine edge metal ruler heated up and pushed into the polybag just below the cut to seal it again with good results.
If you know somebody at a grocery store, they have access to all kinds of heat wrap/cutting tools.
