That is a hard issue to find in CGC 9.8 and they rarely come up for sale.

I just picked one up for $23.98 on Amazon. Not in shrinkwrap, but I still think that's a good buy. I do have to agree. Low-grade copies of super-key books are still examples of super-key books. No comparison to low-grades of Copper and Modern Age books that pretty much anyone can acquire.
Even folks that own single wraps from Action Comics 1 or Detective 27 that they sent into CGC (individual comic pages) are extremely lucky. Example below.
