Solar is cool
Solar is a great character. I enjoyed all variations regardless who published him. There will always be similar powers between our heroes, but the story differences are huge. Please read the old Gold Key Solar comics if you haven't yet.

Doctor Manhatten does seem to be based on Doctor Solar. Doctor Solar appeared a long time before Doctor Manhatten. Their origins are similar, their powers are similar, and they deal with some similar issues. Alan Moore has stated that his Watchmen characters were based on a group of Charlton characters acquired by DC. DC denied him the right to use these characters as they had plans for them. Moore based Doctor Manhatten on Captain Adam, a character who's original concept shared many similarities with Doctor Solar.
So many similarities do exist between the characters, in the original days of Superman Goldkey might have been able to go after DC over the rights to the character the same way DC went after Fawcett Comics for their character Captain Marvel. But not in today's market with so many characters that similarities are impossible to avoid.
