Shooter's roots
I've been reading some old Miracleman comics lately, & I counld'nt help but notice that Shooter's writing style seems to have been influenced by Allan Moore's style. Shooter took it to a different level, but the "voice" he uses in his writting is a lot like issues #12-#16 in Miracleman.
Maybe it's just me, but I think Moore was a big influence on Shooter.

I have to disagree on that one. Shooter's been writing comics since the sixties, long before Moore. it's fun to look at the books that he was involved with at marvel as eic and to see the things that were going on. i found dp7 in the 1/4 bins and found that it was just like reading early harbinger.
starbrand was kinda like solar-in that this guy has huge amounts of power but his life is really messed up and he doesn't know how to fix it.

I don't know enough about Miracleman to voice any kind of opinion on that.
But Marvel's New Universe was most definitely Shooter's dry run for VALIANT.
I think Shooter has proven to be at his best when he is putting together a fresh universe - which is why either Dark Horse or VEI or both would benefit them in getting those universes off the ground.
I'm not very familiar with early Legion either, but maybe someone who is could also shed some light on how his storytelling has evolved over the years.

Star Brand is more like Solar, although instead of a smart guy like Phil Seleski getting all that power, we get a guy of basically average intelligence, but with an enormous ego and a pretty selfish attitude. The DP7 and Harbinger comparison is pretty dead on, even if several of the DP7 crew are older than the teenagers in Harbinger.

I have ran across DP7 books in the cheap bins, but have never pulled the trigger. Someday I will have to.

No expert, but when I read Valiant I did get reminded of some traits that I had enjoyed in Legion stories when I was young. Psi Force + DP7 = Harbinger and The Good Guys(Defiant) with a dab of Warriors of Plasm.
