It is Dr. Midnight (Beth Chapel of Infinity Inc).

Thought it kind of looked like a chick.

**You're right. SHE looks like SOLAR at first glance.
That's actually Earth-2's 'New Dr. Midnight'. She actually had a Black and Yellow costume but the reflections of the light around her on that cover makes her look red. :)
