Solar really is the villian to this story, and the ultimate one. That story just never got played out in anything we've read yet.

I voted Harada, but only because if i had to choose - I'd rather read a Harbinger based Valiant universe than a mystic based one.
But without the restrictions, I would say that you need to have a most important villain for each sub-genre.
So for outer space - Spider-Aliens
The mystics - Master darque
Harbingers - Harada
espionage - ???
criminal underworld - ???
