Actually, anything from 15 seconds or less is just fine. The human mind really can't react that much faster, with page reloading and whatnot. It would take a WELL timed machine to see A. They've been outbid; B. Determine their NEW bid amount (even if it's just the min increment); and C. Place a new bid, all in 15 seconds. And that includes refreshing the screen.
