This was my first thought when I started reading this thread. At some point in time maybe someone back doored some overages. This has unfortunately happened many times before with collectibles - there have been some scandals in the world of sports cards concerning this for example. It's far more likely that an unscrupulous printer or bad employee took overages and tried to pawn them off. And yes people are arrested for this type of illegal activity more than you would think.

I dunno. The government once tried to fight nutria overpopulation with a campaign encouraging Cajuns to eat them and not even the Cajuns would eat a nutria. I am not sure why I am not bothered by eating rabbits and squirrels but am bothered about rats and nutrias. Maybe it is how they live? Rabbits and squirrels don’t tend to live in filth, but then I like pork and catfish... who can tell, really.

I agree. This is the most likely way this has some grain of truth. These are "unauthorized later printings" or "theft of an authorized printing", not counterfeits.
