Dwayne Johnson absolutely belongs in this role. He'd bring the look and the cred, and if he played it with a seriousness that he played in "Faster", then we'd have one badass Bloodshot flick on our hands. And of course he'd do it. He takes almost any credible role just to keep working.

I would say that whoever it is, the success of this movie will depend more on the non-action scenes than action. Any movie can deliver grimaces and machine guns and exploding limbs.
But to really get the audience to bite and turn this into a "good movie" rather than just a "good action movie" the actor will have to inspire pathos with viewers. The more they care about the character, the more meaningful the action is.

Leto is a bizarre, crazy, millennial Hipster, with some convenient tional/unconventional celebrity antics. Like most good looking millennial hipsters, he's maybe 20 lbs wet. From my vantage point, I'm not feeling it, but don't take my word for it, he is on the most annoying celebrity lists. However, there are more successful people than me making that decision.

Pretty minor role there and in American Psycho. It leads me to believe that the role is not just strictly action ... but involve some of the best aspects of the character - the psychological / schizophrenic / multiple personality / false memory aspects that would need a GOOD actor to truly pull it off.

While I haven't seen it, a big name like Charlize Theron is ringing in at 74% on Rotten Tomatoes.
Critics Consensus: Atomic Blonde gets enough mileage out of its stylish action sequences -- and ever-magnetic star -- to make up for a narrative that's somewhat less hard-hitting than its protagonist.
