Would their output be better? Could they satisfy Warner with their sales number? Aren't the people at the top of DC basically trapped by fan loyalties to certain characters that pretty much constrain them to not make the best product they can?

Yes and no; the books would probably be better, but there would only be 8 per month.
VEI - I look forward to you one day publishing MORE than 9-10 books per month

Hmmmm... If there could only be eight DC comics published each month, what should they be? I'll go for

1. Supergirl
2. Batman
3. Flash
4. Green Lantern
5. Justice League
6. Legion of Super-Heroes
7. Wonder Woman
8. Deadman

Justice League
Superman
Batman
Wonder Woman
Green Lantern
Flash
Aquaman
Green Arrow

YOU GOT IT ALL WRONG!
DC has to look at what brings the big bugs.
If DC would only publish 8 books a month the books would be:

1. Batman
2. Harley Quinn
3. Justice League
4. A Batman Weekly
6. Superman
7. Green Lantern
8. and of course the obligatory event

The Superman and Green Lantern books would also take a break every once in a while for another Batman and Harley Quinn book.

4. Justice League - Kindt
5. Superman - Venditti
6. Nightwing - Kindt
7. Green Lantern - Lemire
8. Green Arrow - Venditti
9. Random Supergirl mini - someone no one has ever heard of.
