Just read on a Newsarama boards that the original H.A.R.D Corps team went rogue for some reason and a new team was going after them. I was looking a bunch of covers for that storyline called "Generation Gap" and it seemed that was the case. What happened in the final issue?

I will have to reread, but there was a rift between the members and the Heydrich of Omen. He actually took away a few powers from the database, and was responsible for a member being killed when a power did not activate.
I'm sure some other knowledgeable members know the details better than I do.

I think one could just as well say that Heydrich went rogue and the original team couldn't support his abuse of power.
In the end there was a big show-down.
