It's the best marketting tool they got.
They have to flood the market with the stories they already produced and are hard to find so that the current target audience can be brough to speed.
This is how the Pre Unity HCs would break down in issue count and cost.
Harbinger HC: 0-7 (#8 is part of Unity) for $24.95
Magnus Robot Fighter HC Volume I: 0-8 (all of Steel Nation and Invasion, including the Rai flipbook tie ins) for little over $24.95 would be my guess.
Magnus Robot Fighter HC Volume II: 9-14 (#15 is part of Unity) for little less than $24.95.
Rai HC: 0-5 (#6 is part of Unity) for little less than $24.95
Shadowman HC: 1-3 (#4 is Unity, so this would be a really thin and cheap collection, unless they did like what VALIANT did with the tp and skip over Unity, which isn't likely) for very little, maybe even less than $10 USD.
Solar Man of The Atom HC Volume I: Alpha & Omega for like $9.95
Solar Man of The Atom HC Volume II: 1-7 (#8 is when Solar returned to Earth after a year in space, so it makes sense for the next HC to start there) for about $24.95
Solar Man of The Atom HC Volume III: 8-11 (#12 is Unity) for less than $24.95

As a newbie, I don't understand the rights issues for these characters.... Does the company who is producing the Harbinger HC have the legal ability to publish the books as you've outlined above? (Sorry if this is a rookie question)

That makes sense. I would have to say that the Unity books could be done one of two ways, either as two collections of 9 volumes and or as that plus have the next sets of reprints-if the continue with reprints-include the Unity stories as well. I am waiting to see what happens, but the speculation will keep us all glued until that glorious day late this summer, by which time we should all know more.

A reprinting of the A&O story would be great but for me the gem of these possibilities is a Magnus #0-8 HC. Reprinting what most consider to be 2 of Valiant's 3 best storylines in one book would be outstanding. It would be a thick book so it might not happen, though.

Agreed, DJ. 25$ might even be too cheap. I'm concerned that Dino might be selling short considering the investment. If this book is going to be as nice as it sounds, I would be fine with me if he set the price at something closer to $40 or more. The higher price probably would do little to effect pre-orders anyway and it would increase his per-unit margins. I'm sure once the Previews is out, news of this release will spread pretty quickly on the 'Net, but it might still be a good idea for VEI to send their August solicits to sites like www.comicscontinuum.com that post up many publishers' solicits.

Plus flooding a market carries great financial risk. Supply and demand. If there is too much supply store owners aren't going to help carry that risk n what is today and untested commodity. I guess it really depends on how spaced out they are as far as realease dates. For me I like the idea of a teaser of their flagship line. Enough to say hey, don't forget about us. For me, I would prefer to get some an all-new run on those titles along with an HC reprint. HC collection after HC collection may not inspire a huge following for new fans, afterall they could have picked up alot of these books over the last five-ten years for pretty much what the HC reprint will cost them. The $24.95 is ridiculously low, though that will help. But I want the HC reprint. BTW I told my LCS to order 2 for me.

Point well made. This has to be the start, a foundation of sorts, but throwing a lot of books out is going to overwhelm new fans. If there are $200+ worth of hardcovers, then that is pretty intimidating.
