I would not say "meh" (LOVED the colors on this one) but story-wise it was building up, 99% of it. I really liked knowing more about Doma. Oh, dude - there is no question that the art wasn't amazing as usual - I just felt like not much progression happened in the story. Well, no EoW for 2 months.
This arc was not as awesome (yes, awesome) as all the others before, but it gave us #22 which is one of my top 5 issues in this series, for sure.
The heads are gathering and the *SQUEE* is about to hit the fan. Next arc will be back to awesomeness, I bet.
