They didn't want anyone confusing it with Image (dropping the Psi-Borgs).

except it came out well before wetworks...
but not well before Wetworks was in the planning process. Harbinger #10 came out in Oct 1992. Wetworks was expected with the original launch of Image in early 1992 but it was pushed back due to a death in Portacio's family until 1994. I'm not necessarily talking about a "copyright" issue but more of a "distancing" issue.
