Curious... I actually got signed in without issue.
IRC clients might work when the Java clients don't.

Yeah, Java client seems down. I'll have to download the stand alone IRC client. Haven't used that in years.

The server is Loopy.NJ.US.VillageIRC.net or irc.VillageIRC.net, I've connected with both protocols and haven't noticed a difference in uptimes.
Standard ports - 6667 is probably your best bet.

Same here for me since last night. Before that the new chat room worked fine for me and I never had a problem with the old chat.
