I asked CKRT Labs about it on Facebook. Thus was their reply:

Hi Jeremy- BLOODSHOT does exist and we were scheduled for release in June. However, there was a last minute creative brainstorm between Valiant & CKRTLAB that we just had to act on. We think it will elevate this product and give the fans an added thrill!

Unfortunately it has caused a delay but we think the fans will feel it will have been worth the wait. We'll be announcing soon when we expect the new release date to be. Thanks for your patience and thanks for being a great fan of Valiant & CKRTLAB TOYS.

The last minute idea has to be a Bloodsquirt mini figure packed in with the main figure!

$25 would seem high if this was a Marvel or DC figure, but the prototype and production set up costs on these things are high, and the market is limited for Valiant, so $25 seems like they are probably pricing these reasonably, at least to my mind.
