We've seen IE just appear out of the ground, he disappears in one location and pops up in another. So maybe Kay wanted to see the fight through to the end to put this 'Mr Flay' matter of hers to bed once and for all. You can't run from him, so why try?
I guess it's like X-O not flying in Dead Drop; you could easily imagine a reason why, it's just that the writer didn't drop in a sentence to explain it.
I mean, Thor has the ability to use his hammer and create a vortex that whisks away bad guys to Limbo. So why doesn't he use it in every issue? Because that would be boring. I don't mind writers being a little selective in their use of powers; we can always imagine a reason why the character chose not to.
What I do mind is the opposite: Characters suddenly using powers they never had before, like Kay shooting blasts from her hands or Gilad jumping out of airplanes. That does require an explanation.

Still not a fan of the new direction. I may change my mind depending on the status quo at the end of the first arc, but so far the journey does not balance the extent of my misgivings that this was change for change's sake.

You are not alone. 3 years in VEI feel the need to effectively reboot the premise and high concept of a core character quite radically? Wow, very soon. Bloodshot as was had a great high concept IMHO. Knowing I'm seemingly the only person on this board to feel this way, I'll give myself a day or two to think about what isn't working for me before deciding whether or not I want to open myself up to an axe to the head.
And Bloodsquirt? Still elicits a feeling of 'ugh'. Like VEI want their own Batmite type of imagery. Ugh.

The art in this title so far has been amazing, the story itself has been interesting, Bloodsquirt is still creepy (did Ray buy those fireworks knowingly or subconsciously?) but as not as creepy as Kay is turning out to be (that last page was really striking).
But where is PRS in this story? The addition of the detectives here was interesting, but if you have mass murderers appearing as Bloodshot gaining national news attention, then why isn't PRS investigating? I would hate to see PRS suddenly pop up out of nowhere in a few issues, claiming that this was some form of elaborate trap with little to no evidence nor hint so far to indicate it as such. That would be a cop-out to me.
