IMO, it looks like its on the back burner .. it wasn't mentioned as part of the Valiant first campaign going through till September

I asked Atom! about this when I saw him at the A&A#0 signing. I thought, since they has announced it at NYCC, and everything else they were giving info on was due out in the spring, that Q2 would be as well. He mentioned that never set a release date, and the project is still in the works. I think they basically want to make sure that they can release it as a monthly when they publish it, without any fill-in art, so they're more or less waiting until it's mostly or completely done.
Keep in mind that I don't think that either Priest or Bright are working regularly in comics right now, so completion of Q2 might be taking a back seat to other professional commitments.

I asked Dino about this a few weeks ago at the LA Festival of books, he said they didn't make it part of Valiant First because they wanted it to be completed when they released it and it was still in progress. I'm guessing it will start after the Delinquents wraps up.

We gotta remember Priest admitted he was a tad rusty and hasn't written a comic in a long while. It was asked about at the C2E2 panel as well. Dinesh confirmed that it is indeed coming out but will be after the Delinquents arc.
I think it's a good idea to put it out when there's not a modern-day book ongoing at the same time. Makes things simpler, allows them to keep to their 9 book limit, and won't potentially cause attrition to the modern-day series (some people's budgets may force them to choose between the two).
