What exactly are Valiant Illustrated Action Books?

I know to complete a set of Nintendo books, I need to pick these up for completeness but what exactly are they and how tough are they to find? Were they actual comics, were they available at normal retailers etc etc?

They are a little tougher to find than the regular Valiant/Nintendo comics. Scroll toward the bottom of this page to see the Valiant Illustrated Action books.
