If its a book you really like, it doesn't come up all that often, why not pay $10 or $20 more for it. Yeah but I'd doubt you'd find people willing to come off of 35-40 NM copies of this issue. WOP is basically quarter bin stuff right? This issue is at least a $30 book and I overpaid because I rarely see it come up. They did pull Harbinger#1 off -but there are really tons of copies of those around as well in decent (if not ultra high) grade.
At Super-Con a couple weeks ago I passed up a couple of these in a dollar bin because I figured I would find them again really easily.
EDIT: After looking at the Defiant issue list, it might have been Origin of the Defiant Universe I saw in the dollar bins.

aaarrrrghhh!! Where would I go about getting one of these. I am so incredibly reluctant to do this, I disgust myself for asking. I have said it in other threads, I'll never join the legion of those that collect other dead universes, but I find collecting the Defiant Universe kind of an extension of collecting the Valiant Universe (I think Chiclo said something similar). Ahh. but I am heading out of town this week to virgin hunting grounds at least as far as I can tell, I don't think Chiclo or Ricomortis has hit it up. I will be in Abilene, when I was young there were three comic book stores, when I left there was one, I will be back there for a month and there are three again. One more thing Doc, unlimited overtime for three weeks. So don't make that silver dress for your girlfriend with those Mags #25 just yet. The good thing is that I have two Ultra 5000's obtained from your LCS. The bad news is that there might not be any more.

It says that (or the paper accompanying it does) that Jim Shooter has the 1/1000 copy - I wonder if he still does.
It also says (at the time) it was a candidate for the world's most expensive comic ever made at $18.25 a piece production cost
