On Rai 3, what does this mean? Is this an error, mis-print, bad cut... etc? Is this an issue that negatively affects the value of the book?

Most copies of Rai #3 were "miscut", meaning that very little, if any,
of the "dragon's tail" is visible above the red RAI box on the cover.

The "miscut" cover is so common, that it's actually rare to have a cover
that is centered correctly. For this reason, the "going rate" for Rai 3
is usually the going rate for the miscut cover...
perfectly centered copies can command a premium since they are
technically correct, and harder to find.
