I am sorry.. I meant two tiers. Completists, as in, "those who have seen all" and alternatively, those who seek out 1:100 books. Both are equally valid.

Depends. I own virtually every issue released during the original Valiant Universe in raw form (outside of Bloodshot #0 Pink Error, or the Solar Gold Tests of course); however, I focus my full-set CGC collecting goals to specific titles (Harbinger (1992; Archer & Armstrong(1992); etc.).
In the modern era, this includes the different variants and/or printing that are released for a specific title, to include any 1:50s or 1:100s that might exist.
For example, for Imperium (2015) I own every regular issue, variant issue, subsequent printing, Gold edition, and several of the original covers for the series. This includes the 1:40, as well as all of the 1:20s. There were no 1:100s for this title, but had there have been, those would have been collected as well.
Similar to this, my Divinity (2015) collection includes not only every issue and/or variant, but also the 2nd, 3rd, 4th, and 5th printings along with the One Dollar Debuts issue.

I'm a whackadoodle. I collect everything in 3 main buckets.
(1) 9.8 Master Set - All titles, any issue. Not sure how many unique issues I have now. 1200-1300 probably.
(2) Raw Master Set - As high grade as possible, most of my V1 is 9.8 raw. VEI is best I can get. All titles and variants. I have most, but not all.
(3) Signed Set - I have 1 or 2 copies of many books that I set aside for signature. I have a good number.
Valiantdatabase.com was a good source, but it's been down for ages. I started building my own in Google Sheets. It's laborious, but I hope it will be as exhaustive as possible with the information important to me (title, cover, creators, keys, circulation, variant ratios, etc.).

I don't know if this really fits your vague definition of "those who have seen all", but I've read every issue since the 2012 relaunch, which I think might be what you were driving at
