Just read it. I'm a little behind in my reading, but if I'm not mistaken, both Yuri and Lucia are first appearances, no? And Snowbeard? Probably some of the other characters too, but those would appear to be the important ones.
The first story echoes the impetus of Marvel's first Civil War a little too much for me.
I imagine that Snowbeard won't last long, if his death is what is required to free up Peter.

Lucia was briefly mentioned in Secret Weapons as a resident of the Willows. Perhaps she'll join the team in volume 2. The multiple first appearances will probably make Harbinger Wars 2 #0 a major collector's issue.

Okay, so brief synopsis, for those that didn't order a copy.
Main story, by Kindt and Braithwaite: Palmer is interviewing a few witnesses to an event in upstate New York, at an orphanage. It's revealed that Peter Stanchek showed up, activated a psiot (Yuri), and after some time went on his way. HARD Corps shows up to take Yuri in, because she's a psiot, and she uses her ability, to paralyze others, to prevent that. I'll have to read again to get clarification, but I'm not sure if her ability doesn't work on anyone that hasn't gone through puberty or if she chose to limit her targets that way (since she has friends in the orphanage). But it worked in a 2-mile radius, and it continued to effect people that entered the radius, so HARD Corps had to send in a team of children to extract her. (She was one of the people being interrogated about the incident.) The effects are also permanent. That's what I thought was similar to Civil War, and the school being blown up by Nitro. Suburbia gets affects by super-powers and the public will go nuts against powers. The reason that HARD Corps was in the area to begin with was so Agent Snowbeard could psionically get a tracker on Peter to follow him. He's also paralyzed but claims that he will be able to track Peter as long as he is kept alive.
Short backup story by Heisserer, Allen, and Martin, tells the story of Lucia, a resident of the WIllows, whose power is to blow *SQUEE* up. But randomly, it seems. Her power doesn't work on very small things, such as dice, or very large things made of a single substance, like marble statues. But anything middling or composed of pieces might randomly explode when she's around. HARD Corp team comes to the WIllows to take her in, and, surprise, *SQUEE* blows up, taking them out.

That was really good. Great prologue for HW2, and now a painful 5 month wait for the main story to get going.
So was the first kid... at first I thought he was just having an encounter with unshaven hippy Peter. But I suspect Peter was using some weird perception filter that affected anyone viewing him. So the kid was seeing Peter as Jesus, and the H.A.R.D. Corps van driver was seeing his dead wife... though not real sure if he was viewing Peter or just a hallucination Peter was projecting.

The main story, set in Tonawanda, NY, is less than 90 minutes away from me. While reading I said, "Hey, this comic takes place near us!" to my wife, who was not at all interested.

I just read this and it's pretty darn good. Ken's synopsis is spot on. An event of this magnitude will set the stage for HW2 nicely.

I thought it was a great set up story too. Enjoyed the back up story also.
One small moment... Peter is barefoot at the start of the story, next page the inker or colourist has him wearing shoes!! How do mistakes like that happen?
Valiant did a great job in sending these books out well packaged, I was concerned they wouldn’t be but credit where credit is due.

Maybe the inker or colorist has experience working with Rob Liefeld. I really liked Lucia’s story, hopefully she gets up with the rest of the crew during HW2. Can’t stay in that cell forever. The little girl from the main story can really do some damage, Pete needs to go back for her. Save them all, but she’s the one.

Yeah, I think if she learns how to control her ability, it'll be a really potent one.
