It was announced before the takeover and just pushed way out to accommodate Dysart. So I would say yes.

Yes.

In my head-canon, I think VEI concludes with a few series that came out technically after the buyout.
1. Harbinger Wars II
2. The final arcs of Shadowman, Ninja-K, X-O Manowar, Quantum & Woody
3. Britannia III and Faith: Dreamside
4. Incursion
5. Life and Death of Toyo Harada (the chronology placement on this one could be different)

^For me, that's the end of VEI right there. That's how I feel right now, but I could end up changing my mind once Bloodshot, X-O, and Rai come out.

For what it's worth, only Life and Death was built by the VEI team. I have not read the others but from what I have heard, Harbinger Wars II is very different; Shadowman, Ninja-k, X-O Manowar and Quantum & Woody are, at points, in keeping with the general direction we were working under and in some cases had already approved; while Faith: Dreamside and Incursion only share our staffing POV (Dougie's pencils and storytelling on Incursion look fantastic as always for instance)

Dino gave it to you up there, but I was about to say Dreamside and Incursion definitely were post DMG takeover. And incursion was even changed from the original pitch as a Shadowman book to an EW book.

Well... that's that, I guess. :clap:

That was just my head-canon though. I'm fully aware that a lot of that wasn't produced by the VEI team. The only reason I included Dreamside and Incursion in my head-canon is because they were just good stories imo. Harbinger Wars 2 is... less good, but still enjoyable. Plus, Kindt, Giorello, Houser, Braithwaite, and Diggle give me a little more reason to care.

What about Lost Eagles of Rome? Was the story developed before the buyout?
