So, If "The Forgotten Queen" does introduce a major Villainess into the Valiant world (which I think it needs).... I wonder what the "first appearance issue" for this character will be? Issue #1 of this new series?... or possibly a small first appearance buried in a back issue that they are now going to breath new life into the character?

Sorry, but I’m not putting a lot of faith in the DMG led VALIANT to start publishing original characters over their existing IPs.

Here's a list of Valiant's US trademarks (live and dead). Klang is the only one that really is an interesting outlier. It seems they think Neela is an important character. And The Red Legend seems to be elevated to trademark filing-worthy status.

Forgive me for my ignorance... but what does it mean for the US Trademark to be "alive" vs. "dead?" I was thinking, at first, that "dead" might mean a no longer current or active trademark (like possibly Solar... since that is now a gold key character). This doesn't appear be the case because more current Characters such as Divinity and GIN-GR are labeled as "dead" characters on the above list.

Dead just means a trademark application is no longer active. It's really difficult to protect character names under trademark law. You have to use them in a brand-sense to obtain and maintain rights. Comic book series titles are one way. Another is certain types of merchandising. It's unlikely they could get all of their characters registered, but they have protection under copyright law.

Copyright, and trademark are separate. Valiant has trademarked the titles for almost every book they've published, including events like Rapture, 4001 AD, and Delinquents. Publishing a book with that title makes it easier to trademark something, because you have proof of ownership of that title. Valiant can't really trademark GN-GR, because they've never actually put GN-GR's name as the title for anything. Obviously they own the copyright for a giant robot from space named GN-GR, but they don't own the trademark for the actual title GN-GR, because they've never used it for marketing purposes before.
A good example was the recent Bumblebee V. Bumblebee court case between Hasbro and Warner Bros. DC owns the copyright to an insect themed superheroine with shrinking powers, but they don't own the trademark to the title Bumblebee for marketing purposes. Bumblebee (DC) was created over a decade before Bumblebee (Hasbro), but Hasbro has been using the Bumblebee title for marketing their toys since the characters inception. DC only recently began producing toys for Bumblebee (DC) so even though the character's copyright was older than Hasbro's, Hasbro had been using the Bumblebee title as part of their marketing for decades. This lead to a trademark dispute which was recently resolved in private. Same reason why Changeling went back to being called Beast Boy in the 90s. Warner Bros./DC didn't own the trademark to the title "Changeling", and they had to go back to using Beast Boy if they wanted to produced and market any toys or comics involving the character.
It's interesting that they're attempting to file a trademark for an upcoming book before they secure the trademarks for their already existing characters. That's pretty much the main reason why Livewire is getting an ongoing series. Now Valiant has a claim to the Livewire trademark is DC tries to dispute that they own the rights to the trademark for their Livewire. Similar thing happened with Outcast. They book was rereleased in digital so that Valiant could preserve the trademark if they decided to use the character in the future, forcing Robert Kirkman to change the title of his upcoming comic.
They still need to secure the trademark for GN-GR, Red Legend, and Neela Timewalker. They might currently have the trademarks for Red Legend and Neela, but if they don't publish any books with their names in the title that could potentially lead to a trademark dispute if someone else tries to use Red Legend as the title for something. They might have an active trademark now, but if they don't actually do anything with the character that could lead to problems.
