Doesn't matter really. Bloodshot (Ray Garrison) had changed so much since that issue he might as well be a different character all together.

The implication being that the HARD Corps don't get to have consciences. They do what they're told or they're blown up. Ray has no love for PRS but he left Gunslinger under their control and his leadership is a key asset for PRS (now OMEN). If Palmer controlled his own destiny, maybe certain recent events would have played out much differently.
I wonder if he'll eventually be unshackled by Livewire or Bloodshot and changes sides. Perhaps that's where the WAR Corps will come from in 4001.
