If it's not Britannia, then it will likely be 'Savage'. As to the identity of either of those characters, I'm not sure. I really hope it's not War Monger. I'd hate to see her dredged up and shoehorned into being a 'hero'. She would fit the 'Savage' title though. I just hope it's not her. If it's Savage, I assume it is the replacement for Turok in the Valiant lineup. I have no idea who or what Britannia would be though.

Very possible, but not definitive. They both have gloves. That's about the only direct match that's visible. Answer me this though: Do the rest of you see what looks like the end of a tail with a tuft of hair on it like a lions? Near the bottom between the legs. Is this Savage character part animal??? I think someone else has theorized this before, but I'm starting to think that Brittainia will be a book about that part of the world in 4001. Perhaps a sentient city is there? And the main character of that book could be this silhouetted teaser, maybe she is the mysterious 'Sondra' reference that was edited out of the new multiversity article on the State of Valiant 2016.

Random speculation... this classified character will be as significant to the VEI 4001 AD era as Bloodshot was to the VH1 4001 AD era.
My possibly weak hypothesis:
a) Dinesh has said that this classified character is brand new, but has already appeared in Book of Death #1. I think we all agree that it must be someone in the shot of Gilad leading heroes and villains against Master Darque, presumably the blonde lady clinging to the slab over by Dr. Silk. It is really the only time we see new characters, aside from the Beast Brigade and glimpse of the Outcast (or possibly Visitor), but they aren't brand new.
Theoretically, this establishes that this character is someone in the present day, or closer to our present time, but due to the nature of the 4001 AD event, has some impact on the future.
b) The glimpse we get of the classified characters 4001 AD cover - black silhouette, red background... Zoom it out, and it might be a potential homage to the classic Rai #0 cover, and we all know the significance of that issue in connecting Bloodshot to Rai.
