So, is the TOWER universe (T.H.U.N.D.E.R. Agents) considered

I don't think I saw the Tower (T.H.U.N.D.E.R. Agents) universe mentioned above - is it considered a "Dead Universe"? I know that the one guy still has the "rights" to the characters - and there had been some talk of DC reviving them, but that it was quashed before anything actual...
