The cheapest I have encountered were $1 per top loader. The LCS owner I know sells them for $10 a pack. I'm not sure if you consider that a low price or not.
A buck each would be fine, as long as shipping isn't a buck each, which is basically what I've found at most places selling them "cheap ...
