We've seen him go through 2-3 angsty episodes where he gets *SQUEE* and stops serving the Earth. Maybe every time this happens he gets a little older and by 4001 he's done this so many times he actually aged by 30 years?

I doubt it, last time DC drew the line at $2.99, it lasted for all of 6 months before they raised prices to $3.99 again.

Issue 1: When you are reading a comic book, do you ever find yourself giving the characters different voices in your head while reading the dialogue? The Raddies quickly became British accented… So did Spylocke even though I know this is about Japan. I tried imagining them all with Japanese accents...

I agree with you here, but in terms of sales, I seem to recall the Dark Horse line charting numbers not too far off from where VEI is (per issue) now? There's also the possibility that the this issue takes place prior to the 1963 flashback in A&A. We haven't seen any technology or historical references which would contradict that yet.
